إن الإسلام حث على رفع معاناة المعسرين، سواء بين الأفراد بعضهم البعض ، أو بين الأفراد والجماعات ، وقد لا يستطيع الأفراد إقراض الجماعة وهي ممثلة في الدولة ، وقد تكون الدولة في أمس الحاجة إلى المال ، أو أوراق النقد الأجنبي ،فتقترض من دولة أو جهة دولية أخرى ومن أشهرها صندوق النقد الدولي ، و هو مملوك لمجموعة دول غربية وله مجلس إدارة مفوض من الدول المؤسسة من هذه الدول تتولي إدارة كيانه , وقد تفرض هذه الدول أو الجهات على الدول المقترضة شروطا تخالف صحيح الدين أو لا تتلائم مع طبيعتها، ومن ذلك القرض بفائدة الذي يحرمه الإسلام أو فرض سياسة نقدية معينة علي الدولة المقترضة ونحو ذلك ,ويتناول الكتاب التعريف بصندوق النقد الدولي وأسباب إنشائه وموارده واختصاصاته ، بيان وحكم الاقتراض وبدائله من صندوق النقد الدولي من واقع دراسة فقهية أكاديمية
