فكرة هذا الكتاب ترجع، في حقيقتها، إلى فترة نهاية القرن الماضي حيث كنت، في حينها، أحد أعضاء لجنة تصنيف وتبويب المراجع الفكرية في بيت الحكمة. وكان آخر اختياراتها قد وقع على مقدمة ابن خلدون حيث ارتؤي تصنيف وتبويب مضمونها في مواضيع تتوزع على التاريخ والقانون والسياسة والاجتماع، وأنيطت مهمة إنجاز الجانب السياسي من "المقدمة" إليَّ، فباشرت في قراءتها وركزت على الفصول التي تناولت السياسة وأبعادها ومضامينها، بشكل عام، وتم تسليم ما أنجزناه إلى الجهة التي تتولى مهمة النشر في بيت الحكمة، وكنا نأمل أن يجد عملنا "الجماعي" العلمي طريقه إلى القارئ أسوة بتلك المراجع أو الكتب التي سبق للجنة تبويب وتصنيف المراجع العلمية أن أنجزتها واحتلت مكانها في أرفف المكتبات. غير أن تسارع الأحداث، في مطلع الألفية الثالثة، وانتهائها بعملية غزو العراق واحتلاله، وما نجم عن هذا الاحتلال من نهب وتدمير لمؤسسات الدولة بشكل عام، وللمؤسسات العلمية والثقافية بشكل خاص حال دون صدور الكتاب المشار إليه واختفاء مسوداته، فضلاً عن سرقة موجودات مكتبة بيت الحكمة ومراجعها وأرشيفها بالكامل، وبيع كتبها وإصداراتها على أرصفة شارعي الرشيد والمتنبي بأبخس الأثمان.
