إن الذين اعتنوا بتدوين المدنية العربية والتراتيب الإدارية لخلفاء المملكة الإسلامية، وذكروا ما كان لأمراء الإسلام على عهد الدولة الأموية والخلافة العباسية، من الرتب والوظائف والعمالات والعمال، أهملوا ما كان من ذلك على عهد رسول الله صلى الله عليه وسلم، مع أنه عليه السلام، حيث كان يشغل منصب النبوة الديني على قاعدة جمع دينه القويم بين سياسة الدين والدنيا جمعاً بين السلطتين، بحيث كادا أن يدخلا تحت مسمى واحد وهو الدين. وكذلك وقع. كانت الإدارات للسياستين (الدينية والدنيوية) على عهده صلى الله عليه وسلم لها أهميتها، والعمالات مطبقة، بحيث يجد المتتبع أن وظائف حاشية الملك في العصور المتأخرة، الخاصة بشخصه من صاحب الوضوء والفراش والنعال والاصطبل والحاجب وغير ذلك، كانت موجودة عند النبي صلى الله عليه وسلم، ولعل عن ذلك أخذها ملوك الإسلام.
كما إذا التفت الباحث إلى ما يتعلق بالمراتب الإدارية من وزارة بأنواعها، وكتابة بأنواعها، والرسائل والإقطاعات، وكتابة العهود والصلح، والرسل والترجمان، وكتّاب الجيش والقضاة، وصاحب المظالم وفارض النفقات، والمارستان والمدارس والزوايا، ونصب الأوصياء والممرضات والجراحين، والصيارفة وصاحب بيت المال، ومتولي خراج الأرض وقاسم الأرض، وصانع المنجنيقات والرامي وصاحب الدبابات، وحافر الخنادق والصّوانين وأنواع المتاجر والصناعات والصناعات الحرف، يجد الباحث أن تلك الوظائف كلها كانت موجودة على عهده صلى الله عليه وسلم، والكثيرون يجهلون ذلك.
لذا ومن هذا المنطلق عنى المؤلف في التدوين بالتراتيب الإدارية، والحرف والصنائع والمتاجر وأنواع العلوم والمشخصات التي كانت على عهد تأسيس المدينة الإسلامية النبوية، حتى يعلم المسلمين وغيرهم أن النبي العربي قد مدّن الشعوب، ورقّى الأمم بما أسس لهم من مباني العمران، ونسّ من أنظمة التقدم، وسيمر بالقارئ كثيراً أن النبي صلى الله عليه وسلم جاء بهذا الرقي والعمران بما أنزل الله عليه من آي ذلك وأساليبه.
