بات موضوع الهجرة من الموضوعات التي تستحوذ على إهتمام كثير من الباحثين في المنظمات الدولية، وداخل كل من الدول المصدِّرة للهجرة والدول الجاذبة لها؛ وذلك لما لهذه الظاهرة من آثار واضحة على كل من التنمية، والبنى الإجتماعية والإقتصادية والسياسية والديموغرافية عموماً، وتصنف الهجرة الدولية بأنها أحد أقوى العوامل تأثيراً على العلاقات الإقتصادية بين الأقطار النامية والمتقدمة في القرن الحادي والعشرين.
من هنا يأتي هذا البحث ليسلط الضوء على ظاهرة الهجرة إلى دول مجلس التعاون لدول الخليج العربية، من شتى الأبعاد فبسبب طبيعة الهجرة إلى دول مجلس التعاون صارت هذه المنطقة معروفة على المستوى العالمي بتركيبتها السكانية الفريدة من نوعها، إن كون العمود الفقري لأسواق العمل في دول المجلس يتشكل من العمالة الوافدة، غدا أمراً يطرح على صناع القرار في المنطقة تحديات لم يعد من الممكن تجاهلها، خاصة على المستويات الإجتماعية والديموغرافية والسياسية، فضلاً عن الإقتصادية.
من هنا، يحاول هذا البحث تناول هذه الظاهرة من شتى الجوانب، محاولاً الإجابة عن التساؤلات التالية: ما العوامل التي أدت إلى بروز ظاهرة الهجرة بهذا الشكل في دول مجلس التعاون؟ وما المتغيرات التي لازمت الهجرة إلى دول مجلس التعاون؟ وما القوانين المحلية والدولية التي تتعلق بإستخدام العمالة الوافدة؟ وأخيراً ما هي الإستراتيجيات والإجراءات التي من شأنها معالجة هذه الظاهرة؟.
