يصدر هذا الكتاب فـي خضم "الربيع العربي" الذي تتهاوى فيه الأنظمة التي جاءت إلى الحكم بشعارات كبيرة عبر انقلابات عسكرية، وذلك بعد عقود من الاستفراد بالحكم أخذت فيه الشعارات من هنا وهناك لتعطي نفسها الشرعية فـي الاستمرار، وهو الأمر الذي تنبّه له فـي حينه المؤلف الراحل د. سامح وديع الخفش، وخصّص له أطروحة الدكتوراة التي ناقشها فـي كلية العلاقات الدولية بجامعة بلغراد عام 1986. ولكن، على الرغم من مرور كل تلك السنوات، إلاّ أن نشر هذه الاطروحة فـي كتاب الآن يأتي فـي وقته ومكانه (عمّان 2012) لأن صدوره يكشف عن تنبّه مبكر للمؤلف لكُنه هذه الأنظمة وتخبّطها، حتى فيما طرحته آنذاك لتضمن شرعيتها، وهو ما وصل إلى نهايته مع "الربيع العربي". ولأنّ صدور هذا الكتاب فـي عمّان الآن يكشف عن الرحلة الطويلة للمؤلف مابين عمّان وبلغراد وبالعكس، حيث آثر فـي نهاية المطاف أن يستقر فـي عمّان فـي الوقت الذي أخذ فيه "الربيع العربي" يطيح بأنظمة تناولها بالدراسة فـي أطروحته للدكتوراة …
