تعتبر الموارد المائية السورية اليوم من التحديات التي تهدد أمن سوريا واستقرارها، في ظل المتغيرات الدولية المتسارعة، وهي لا تستمد أهميتها من كونها مصدراً من مصادر التنافس والصراع فحسب، وإنما من كون حدود الموارد المائية لا تتفق مع الحدود السياسية أيضاً. ومما يضاعف من حدة هذا التنافس، عدم إقرار تركيا بالصفة الدولية لنهري دجلة والفرات، واعتبارها إياهما نهرين وطنيين عابرين للحدود، ومماطلتها بالتالي في إقرار اتفاقية ثلاثية لتقاسم مياه النهرين.
يأتي هذا الكتاب في هذا الإطار ليبحث وعلى نحو مفصل المسألة المائية في السياسة السورية تجاه تركيا، باعتبارها الروافد الحياتية التي ستبقى على مرّ السنين أوراقاً مهمة في تشكيل التفاعلات السياسية في المحيط الإقليمي، وبخاصة في علاقات سوريا مع تركيا من حيث استخدام المياه كأداة ابتزاز سياسي أو كسبيل للتعاون والتنسيق في منطقة تعتبر من المناطق الجافة وشبه الجافة من العالم.
وهو يتميز باستناده إلى مداخل علمية متعددة لعل أبرزها المدخل القانوني في تناول المسألة المائية، والذي يستعرض القواعد العامة التي يقرها القانون الدولي العام بشأن تنظيم العلاقة بين الدول المشتركة في نهر دولي، والأسس القانونية لاستخدام مياه الأنهر الدولية واستغلالها، وأحكام قانون المجاري المائية في الأغراض غير الملاحية.
