تتّخذ هذه الدراسة من احتلال الولايات المتحدة الأمريكية للعراق مدخلاً لدراسة أبعاد العلاقة بين الولايات المتحدة الأمريكية والنظام الإقليمي العربي طوال الفترة 2003-2008، ومدى تأثير هذه العلاقة في قدرة النظام العربي على الاستمرار والاحتفاظ بتمايزه عن غيره من النظم الإقليمية، وعن تفاعلات النظام الدولي.
وتفترض الدراسة أن قدرة النظام العربي على الاستمرار كنظام إقليمي تتوقف على كيفية تفاعل وحداته مع السياسات الأمريكية في فترة ما بعد احتلال العراق.
وتتبعت الدراسة بالرصد والتحليل صور التغلغل الأمريكي في النظام العربي منذ نشأة هذا النظام رسمياً عام 1945 وحتى عام 2003، ثم تعمّقت بالفترة 2003-2008، فعُنيت بدراسة تداعيات ذلك على ثلاثة مقومات أساسية؛ ينصرف الأول إلى حدود النظام العربي، التي باتت مستهدفة نتيجة معاودة الطرح الأمريكي للشرق الأوسطية؛ ويتعلق المقوم الثاني، بالقيم التي تمخّضت عن التفاعلات العربية – العربية، لما يزيد على نصف قرن، وحكمت تلك التفاعلات وحددت هوية النظام العربي، ومن بينها الحق في التحرر وتقرير المصير، وما يتطلبه ذلك من دعم المقاومة الوطنية في مواجهة الاحتلال وعدم التعاون معه؛ وينصرف المقوم الثالث إلى أمن النظام الإقليمي العربي، الذي قد تتم إعادة تعريفه في اتجاهات متباينة، حسب موازين القوى بين الوطن العربي والعالم الخارجي.
