تُعنى هذه الدراسة بنشوء وتفاقم الخلل السكاني في مجلس التعاون لدول الخليج العربية، وتطورات هذه القضية على مدى العقد الأخير، وما لها من تداعيات خطيرة على المرتكزات الوطنية.
وقد تجلّى هذا التفاقم في توجّهات وسياسات وتشريعات أربع دول منذ مطلع القرن الحالي؛ إذ توسعت البحرين وعُمان وقطر والإمارات في بناء المساكن الفاخرة بهدف بيعها لغير المواطنين والوافدين للعمل، مقابل منح المشتري وأسرته إقامات دائمة خارج نظام تأشيرات العمل للوافدين؛ مما أدى إلى انتقال الخلل السكاني التقليدي المزمن والمتصاعد إلى حالة من الخطورة، شكلت ضغوطاً، وقلقاً متزايداً على حقوق مواطني دول المنطقة، وحق شعوبها في أن تكون هي التيار الرئيسي في المجتمع، تصون لغتها، وتحافظ على هويتها العربية- الإسلامية، كما أدّت هذه السياسة إلى تسميم العلاقة الإنسانية بين المواطنين والوافدين عموماً.
ولم يقتصر دور هذه الدراسة على التحليل العلمي والمنهجي فحسب، بل عملت على وضع الحلول الآيلة، إلى تدارك مخاطر هذا التفاقم، عبر تقديم جملة اقتراحات، جذرية وتقنية وإدارية، كان من أبرزها: تقنين أعداد الوافدين؛ إعطاء الأولوية للوافدين العرب؛ تقليل الاعتمادية على القطاع النفطي، واعتباره مكملاً وموازياً لمتطلبات التنمية في المجتمع.
فعسى أن تكون هذه الدراسة جرس إنذار ينبّه شعوب وحكومات مجلس التعاون لدول الخليج العربية، إلى الحفريات العميقة التي تجري تحت ما تبقى من بناء مجتمعاتهم العربية- الإسلامية.
