محاولة لاختراق بريق الديمقراطية، لكشف الشقاء الذي هي فيه والذي تسببه لكل المجتمعات التي تأخذ بنظامها الانتخابي، هذا النظام الذي يلتزم بتمثيل للقوى الموجودة في تلك المجتمعات فإذا به يتيح لترسبها الاجتماعي أن يتمثل، بل ويساعده في إنتاج نفسه ليبقى على حساب القوى الجديدة الحديثة، ذاك الترسب الاجتماعي بما له من ثقافات كان من الصعب على الديمقراطية أن تزيله في نصف قرن من الزمن، فإذا بها تستمر به ومعه، تلك الثقافات هي في الواقع تراث من نصوص وممارسة معاً، أكدت على التشاور والبيعة والولاية، هذه الثلاثية التي شكلت الأساس في قيام الدولة الإسلامية الاتحادية حوالي خمسة عشر قرناً، أيا كانت الاجتهادات ضدها أو معها. إن شقاء الديمقراطية في مجتمعات الوطن العربي هو في أنها ليست ذاتها، وهي في العلن انتخاب وفي الحقيقة قرار لعائلة أو قبيلة تميله حالة الترسب تلك. وشقاؤها هو في أنها فشلت في أن تحل محل ذاك التراث من النصوص والممارسات.
هذا الكتاب يتناول ذلك كله بالدراسة والبحث في فصول نظرية ثم في فصول تتخذ المجتمع اللبناني مثلاً للمجتمعات العربية والمجتمعات مع الديمقراطية, ما صحة هذه المقولة الفرضية؟ هذا الكتاب يحاول الإجابة على ذلك ببحث علمي تاريخي وإحصائى مع طروحات لبلورة معالجة لهذا الشقاء لكي لا تبقى الديمقراطية عبئاً على المجتمع، في جانبها الانتخابي على الأقل، وليس في ما تجسده من تعددية وقبول بالغير وحفظ لحقوق الإنسان.
