صدر عن مركز دراسات الوحدة العربية كتاب "الدولة وخفايا إخفاق مأسستها في المنطقة العربية" للدكتور هيثم غالب الناهي. يناقش هذا الكتاب كيفية مأسسة الدولة في الغرب وسبل تفعيلها في المنطقة العربية، عارضاً من الناحية الفلسفية والفكرية مفاهيم أربعة قرون في هذا الصدد، لينتقل إلى مقارنتها بالدولة المرتبكة، وصولاً إلى حالة ما بعد الحرب العالمية الأولى، ليناقش العقل الإدراكي والعقل الأداتي والعقل التواصلي ومعالجة الأمراض الاجتماعية العربية لخلق دولة. من هنا ركز الكتاب على العقل التلفيقي والولائية والتعويلية، لينتهي في فصوله التسعة إلى أن هناك خفايا وأسراراً منعت مأسسة الدولة في المنطقة العربية، أهمها إعلان ويلسون الذي يدعو إلى الحرب خارج حدود الدول الغربية وقيادة العالم بمنظمات دولية تتيح لهم استغلال موارد منطقتنا وإجهاض بناء الدولة ومؤسساتها. يتضمن الكتاب تسعة فصول إلى جانب الخلاصة التنفيذية والمقدمة والخاتمة. الفصل الاول بعنوان: "مفهوم الدولة بين النشأة الأولى وتطور حداثة هيكليتها"، والفصل الثاني: "نظرة عامة حول الحماقة والحضارة"، والفصل الثالث: "الحماقة والنهضة الأوروبية المحدثة"، والفصل الرابع: "ما وراء نطاق الخبرة"، والفصل الخامس: "أثر السلطة المرتبكة في بنيوية المجتمع العربي"، والفصل السادس: "فشل المنهجية الغربية في مأسسة الدولة العربية"، والفصل السابع: "مجتمع الدكتاتوريات والحرب والسلم"، والفصل الثامن: "الاختراق الاجتماعي في عصر التكنولوجيا"، والفصل التاسع: "مجتمعات صراع طائفي - عرقي".
