يتناول هذا الكتاب تاريخ المجتمع المدني ويفترض أن فكرة المجتمع المدني بمعناها التقني مألوفة لدى القرّاء في الأقطار الأوروبية والأميركية عموماً، لا الأقطار العربية. فكلمات مثل الشعب والمجتمع (من دون تحديد) والجمهور هي أكثر شيوعاً. لذلك، فالكتاب يعرّف المجتمع المدني باستخدام مفاهيم الفيلسوف الألماني هيغل الذي كان أول من وظّف هذا التعبير بمعناه التقني الديالكتيكي المحدّد.
لقد طبّق هيغل منطقه الديالكتيكي على المجتمع وتاريخه، فذكر أن هناك: أسرة← مجتمعاً مدنياً← دولة، وأن أهم خصائص الأسرة (أو الأسر) تتمثّل في أن أفرادها يعملون لمصلحة الأسر العامة. وعندما يكبر صغار الأسر ويغادرونها يدخلون في الساحة العامة للوطن أو للبيئة ليكوّنوا ما يسمى بالمجتمع المدني الذي يكوّن الدولة لفرض النظام والعمل للمصلحة العامة الشاملة.
وعليه، فإن هذا الكتاب جامع مانع لجهة تاريخ المجتمع القومي، من دون إغفال المراحل الإجتماعية - التاريخية بينهما، مثل أزمنة الغزوات والفتوحات والإمبراطورية.
