تمثل هذه الدراسة نظرة عامة على مدى اعتراف نصوص الدساتير ببعض الحقوق المدنية والسياسية وقبولها الرسمي بها، يتبعها التفحص الضروري للعوامل التي تؤثر على تمتع المواطنين العرب بتلك الحقوق وممارستهم لها. وتبدأ الدراسة بالجزء الأول، وهو فصل يستعرض بإيجاز شديد الإطار التاريخي القانوني للعالم العربي؛ بهدف تقديم السياق الضروري للمناقشات التي ستلي فيما بعد. أما الجزء الثاني فهو نظرة مقارنة عامة على الضمانات التي توفرها الدساتير العربية لبعض الحقوق والحريات المدنية والسياسية الأساسية. استبعدت هذه المناقشة بضعة حقوق هامة، مثل حق المشاركة في إدارة الشؤون العامة، والحق في الاقتراع، وفي الانتخاب. وينظر الجزء الثالث في مشكلات التنفيذ، والتي تشمل الإشراف القضائي وما ينتج عن التنظيم التشريعي للحقوق. ويشمل ذلك الجزء أيضاً مراجعة عوامل هامة أخرى لها أثر خطير على مكانية التمتع بالحقوق، مثل فرض حالات الطوارئ بشكل متواتر ومتواصل، وقوة السلطة التنفيذية في معظم النظم السياسية في المنطقة. وأخيراً يضيف الجزء الرابع بعض التعليقات على التزامات الدول العربية بوثائق حقوق الإنسان الدولية والإقليمية.
