يعالج هذا الكتاب قضية التنمية الاقتصادية في البلدان النامية باعتبارها من أهم القضايا التي تواجه المجتمع البشري في الوقت الحاضر. كما يتناول مسألة التصنيع باعتبارها بنداً جوهرياً من بنود عملية التنمية الاقتصادية، ذلك لأن التصنيع قضية مركزية وأساسية لدفع عجلة التنمية الاقتصادية والقضاء على التخلف وتحقيق الاستقلال الاقتصادي والتقدم الحضاري لهذه البلدان النامية. فضلاً عن أن عملية التصنيع تؤدي إلى تحقيق منافع عديدة للاقتصاد الوطني ليس أقلها رفع إنتاجية العمل ودفع عجلة النمو في القطاعات الاقتصادية الأخرى لارتباط القطاع الصناعي بالقطاعات الاقتصادية الأخرى أكثر من غيره، الأمر الذي يؤدي إلى زيادة وتائر نمو الناتج القومي ورفع مستوى معيشة الجماهير. هذا بالإضافة إلى الدور الإيجابي الذي يلعبه القطاع الصناعي في توفير فرص العمل وتحسين شروط التبادل التجاري وتحقيق المرونة واستقرار الاقتصادي.
كما يركز هذا الكتاب على دراسة أثر السياسات والوسائل غير المباشرة في تشجيع الصناعة كالحماية والدعم لكون هاتين الوسيلتين من أهم الوسائل المتبعة لتشجيع القطاع الصناعي وتنميته، وخاصة في الدول النامية، باعتبار هذا القطاع ركناً أساسياً من أركان التنمية الاقتصادية.
