ظهرت بعد الحرب العالمية الثناية، مشكلات الفقر والتخلف في العديد من البلدان بشكل أكثر وضوحاً وإنتشاراً من السابق، وعندها ظهر ما يعرف بإقتصاد التنمية (Development Economics)، ويهتم إقتصاد التنمية بدراسة المشكلات المتعلقة بالتخلف وقصور التنمية في تلك البلدان، ولهذا فإن إقتصاد التنمية مصمم لأغراض التنظير حول مشكلات التخلف الإقتصادي في البلدان المتخلفة.
هذا الكتاب هو عبارة عن محاضرات في مادة التنمية الإقتصادية ألقاها المؤلف على طلبة الإقتصاد في كلية التخطيط والإدارة في جامعة البلقاء التطبيقية لسنوات عديدة، ثم قام بتطويرها والإضافة إليها، حيث تمت إضافة العديد من الموضوعات ذات الأهمية لهذه المادة ولكي تواكب بعض التطورات الحديثة والجدل المحتدم في هذا المجال، علماً أن مادة التنمية الإقتصادية مادة واسعة ومتشعبة وشاملة للعديد من جوانب حياة الإقتصادية والإجتماعية والسياسية، ولهذا فمن الصعوبة بمكان تغطية كل الجوانب ذات العلاقة بالتنمية.
احتوى الكتاب على أحد عشر فصلاً غطت الموضوعات التالية: الفصل الاول تحدث عن التخلف الاقتصادي تعريفه ومعاييره وسماته، وتحدث الفصل الثاني عن النظريات المفسرة للتخلف الاقتصادي، أما الفصل الثالث فقد تناول نظريات النمو الاقتصادي، وتناول الفصل الرابع نظريات التنمية الاقتصادية، أما الفصل الخامس فقد تحدث عن مفهوم وأبعاد ومستلزمات التنمية الاقتصادية، وانتقل الفصل السادس ليتحدث عن العقبات التي تواجه طريق التنمية، أما الفصل السابع فقد تناول استراتيجيات التنمية الاقتصادية، وجاء الفصل الثامن ليتناول موضوع تمويل التنمية، وفي الفصل التاسع تحدث المؤلف حول سياسات التنمية الاقتصادية، أما الفصل العاشر فقد تناول توزيع الموارد الاقتصادية، وأخيرا في الفصل الحادي عشر تحدث المؤلف حول موضوعات خاصة في التنمية. إن هذا الكتاب لهو كتاب منهجي في مادة التنمية الاقتصادية ويستند بالأساس إلى مفردات الخطة الدراسية المعتمدة في الكليات لهذه المادة.
