هو الشيخ عبد الله بن الشيخ المحفوظ بن بيّه، مواليد سنة 1935م في تمبدغة في موريتانيا، أحد أكبر العلماء السنة المعاصرين ونائب رئيس الاتحاد العالمي للعلماء المسلمين تم اختياره من قبل جامعة جورج تاون كواحد من أكثر 50 شخصية إسلامية تأثيرا لعام 2009، وقد فاز بلقب "أستاذ الجيل" في جائزة الشباب العالمية لخدمة العمل الإسلامي في دورتها السابعة في البحرين نشأ الشيخ وتربي في بيت علم وورع حيث نهل من معين علم والده الغزير القاضي الشهير الشيخ المحفوظ وأخذ علوم العربية عن محمد سالم ابن الشين ،وعلوم القرآن عن الشيخ بيه بن السالك المسومي, ودرس جميع العلوم الشرعية الإسلامية في هذه المحظرة.
وينظر الكثير من المسلمين إلى الشيخ كأحد رموز الاعتدال والوسطية, كما أخذت فتاواه وآراءه مكانتها في الغرب كواحدة من أهم المصادر والمراجع للأقليات الإسلامية التي تعيش في تلك الدول.
حيث تتميز أَراءه بالاستيعاب العميق للأصول الشرعية، والمعرفة الواعية بالواقع المعاصر، مما يمكنه من إيجاد الكثير من الحلول لما يستجد من عقبات في طريق المسلم المعاصر.
سافر الشيخ بعد ذلك في بعثة إلى تونس لتكوين القضاة وبعد عودته تنقل في عدة مناصب منها عين رئيسا لمصلحة الشريعة في وزارة العدل ثم نائبا لرئيس محكمة الاستئناف ثم نائبا لرئيس المحكمة العليا ورئيسا لقسم الشريعة الإسلامية بهذه المحكمة.
ثم عين مفوضا ساميا للشؤون الدينية برئاسة الجمهورية حيث أقترح أنشاء وزارة للشئون الإسلامية فكان أول وزير لهذه الوزارة، ثم وزيرا للتعليم الأساسي والشؤون الدينية، ثم وزيرا للعدل والتشريع وحافظاً للخواتم، ثم وزيراً للمصادر البشرية – برتبة نائب الرئيس - ثم وزيراً للتوجيه الوطني والمنظمات الحزبية والتي كانت تضم وزارات الإعلام والثقافة والشباب والرياضة والبريد والبرق والشؤون الإسلامية.
وأمينا دائما لحزب الشعب الموريتاني الحزب الوحيد الحاكم الذي كان عضوا في مكتبه السياسي ولجنته الدائمة من سنة 1970- 1978 م و هو الآن أستاذ في جامعة الملك عبد العزيز في جدة.
