شهدت العقود الثلاثة الماضية زيادة هائلة سواء في عدد المواطنين العرب الذين تابعوا نشاطهم العلمي أو في عدد الجامعات ومراكز البحث العربية؛ ومن ثم، تراكمت خبرات غنية تقتضي الدراسة النقدية بغية توجيه النشاط في المستقبل.
ذلك إن الوطن العربي يقف على أعتاب تغيرات هائلة، تتمثل إرهاصاتها في تزايد الفرص المتاحة للحصول على التعليم العالي، وإذا استمرت الإتجاهات التي سادت العقود الثلاثة الماضية، فسوف يتخرج في غضون العقدين القادمين أكثر من 12 مليون عربي من الجامعات الموجودة في الوطن العربي، ومن هؤلاء ستة ملايين على الأقل سيكونون قد تلقوا تعليماً في مجال العلوم التطبيقية أو الأساسية.
ومن الأهمية بمكان أن تصبح التجربة التي شهدتها فترة ما بعد الحرب العالمية الثانية متاحة ومتوفرة، والواقع أن دراسات السياسة العلمية في العالم الثالث تتميز بالندرة، وينطبق ذلك أيضاً على الوطن العربي، وهناك حاجة ملحة وعاجلة إلى مثل هذه الدراسات، ولم يتوفر حتى الآن سوى جانب ضئيل من السجلات التاريخية اللازمة لوضع تاريخ للعلم في الوطن العربي.
ولذلك جاء هذا الكتاب ليتضمن دراسات حول تاريخ العلم في الوطن العربي، في ثمانية فصول توزعت وفق ما يلي: الفصل الأول: "مقدمة"، الفصل الثاني: "النشاط العلمي في الوطن العربي: نظرة عامة"، الفصل الثالث: "النشاط العلمي والتكنولوجي في مصر"، الفصل الرابع: "النشاط العلمي في مجموعة بلدان مختارة"، الفصل الخامس: "القوى البشرية العلمية"، الفصل السادس: "تمويل البحث العلمي"، الفصل السابع: "البعد الدولي والإقليمي للعلم"، الفصل الثامن: "السياسة العلمية الرسمية".
