إن مشاريع النهوض والتغيير في مجتمعاتنا الإسلامية أصيبت وتصاب كل يوم بإخفاقات وإحباطات، وهذا يعني أن هناك خللاً في كيفية التعامل مع القيم السماوية، بياناً وتنزيلاً على الواقع، وخللاً في أدوات التوصل، وأحداث التفاعل، بين الإنسان والإسلام، أو بين المسلم والإسلام، ذلك أن العجز من التغيير، ومعاودة الإنتاج المأمول، يعتبر أكبر شاهد إدانة لفهمنا، ووسائلنا، أو آلياتنا، ومناهج تعاملنا مع قيمنا، وأنموذجنا في آن واحد.
وقد تكون المشكلة كل المشكلة، في أن مشاريع التغيير والنهوض، دخلت الميدان بدون امتلاك وسائله، وإدراك آلياته، دخلت ميدان التغيير بأمنيات، ولم تدخل بإمكانيات، دخلت في عملية التغيير، دون أن تفقه السنن الاجتماعية، التي تهدي إليها القيم، وتمنحها الحركة التاريخية... دخلت وهي تمتلك الإحساس بالأزمة، دون أن تمتلك الإحاطة بعلمها، والإدراك لسبب نشوئها، ووسائل معالجة أسبابها. وبمجارات أخرى: إن مشاريع التغيير والنهوض، وأن تحصل لديها حفظ لآيات القرآن الكريم، وأحاديث الرسول (صلى الله عليه وسلم)، ومعرفة للسيرة النبوية، إلا أنه لم يتحصل لديها الفقه المطلوب للواقع الاجتماعي، الذي يمكنها من تنزيل هذه الآيات والأحاديث على الواقع في ضوء ظروفه وحاجاته. إنها حفظت التاريخ الإسلامي، وفاخرت به، لكنها لم تستطع استنطاقه، واستشرافه، ليجيب عن أسئلة الحاضر. ومن خلال هذا الكتاب يحاول المؤلف إيجاد طريقة كل المشاكل المسلمين وذلك من خلال إثارته لبعض القضايا، أو فتح لحلفها، وإلقاء الإضاءات البسيطة عليها، وتوجيه الأنظار إليها، وبعث الهم بها، وغاية استنهاض الهم للإفادة من القيم الإسلامية، في الكتاب والسنة، والسيرة لبناء المرجعية الغائية، للمسلم المعاصر، وتوليد الحلول الشرعية لمشكلات الأمة، ومعاناتها، والتعامل مع الكتاب والسنة، من خلال فقه الواقع، والتعامل مع الواقع، من خلال فقه الكتاب والسنة.
