سعى أحمد باي (1837- 1855) لجعل إيالة تونس دولة مستقلة وذات سيادة، وتتمتع بقوة عسكرية كبيرة، فقام بمحاولات إصلاحية مهمة وعديدة كلها كانت تخدم ذلك الهدف.
كما حاول، من أجل التخلص من التهديدات المستمرة للدول الإستعمارية الكبرى التي كانت تبغي الإستحواذ على دول شمال أفريقيا، تسخير التنافس القائم بينها لجعل تونس في مأمن منها، ولكن بإمكانيات ضعيفة وسياسات متناقصة.
حاول هذا الكتاب أن يجب عن سؤال مهم: هل كان عصر أحمد باي حقاً هو مفتاح عصر النهضة في تونس؟ هل صحيح أنه كان سبباً لإنطلاقتها في طريق الإصلاحات؟.
لقد كان أحمد باي شديد الإنبهار بأوروبا، ومال إلى فرنسا بشدّة، فاعتمد عليها في المجالات العسكرية والإقتصادية، وحتى الثقافية، وحاول الإستناد إليها لتخليص حكمه مما عدّة قيداً عثمانياً، لكن النتائج جاءت مخيبة للآمال في ما سعى إليه، وخصوصاً أنه وضع على رأس السلطة في تونس مجموعة من الفاسدين والإنتهازيين واللصوص، الذين أوقعوا البلاد في هوة الإفلاس والضعف والبؤس، وأتاحوا للمستعمر الفرنسي التدخل في شؤونها، وهيأوها لخطر الإحتلال.
