يتناول هذا الكتاب تظامين هما تصنيف مكتبة الكونجرس من اهم أنظمة التصنيف العالمية الحديثة وثانى أوسع الخطط التصنيفية إنتشارا ويستخدم بصفة خاصة فى المكتبات الكبرى حيث يتميز بالتفصيل الشديد فى الأرقام وبالتالى إمكانية التعبير عن الموضوع بكافة جوانبه الشكلية والموضوعية والزمنية والمكانية كما أنه يتصف بالمرونة والقدرة على إستيعاب الموضوعات الجديدة دون إحداث أى إرباك أو خلل التقسيمات وتفريعاتها. وعلى ذلك فقد آثرت الدراسة إعطاء صورة متكاملة وواضحة المعالم حول هذا النظام اللذار إستغرق إعداده قرنا من الزمان، وقد تم الإعتماد فى تاليف هذا الكتاب على عدة مصادر عربية وأجنبية بالإضافة إلى أقسام الخطة نفسها لإستقاء الأمثلة التوضيحية وذلك من الطبعات الحديثة لكل قسم وعلى الجانب الأخر أوضحت الدراسة كيفية تنظيم أوعية المعلومات بالإعتماد على نظام عالمى آخر هو "التصنيف العشرى العالمى" والذى يعد فى الأساس نظام ببليوجرافى يصلح لتكشيف ووصف محتويات أوعية المعلومات ولذلك صمم النظام على أساس تنظيم وإسترجاع المعلومات من كافة أنواع أوعية المعلومات خاصة مقالات الدوريات والتقارير والنشرات والتى تطلب نوعا من التحليل الموضوعى الدقيق لمحتوياتها.
