في دراسته للقانون الطبيعي يطرح ملحم قربان - في مقدمة الكتاب - سؤالاً تاريخياً عريقاً في القدم هو السؤال: كيف الحدّ من سوء استخدام القوة؟ وتفتقت عبقرية السياسيين - كما يقول الكاتب - عن مجموعة من الإجابات ومن هذه الإجابات التي استحقت الإهتمام والدراسة (القانون الطبيعي).
وفي هذا الإطار انقسم الكتاب إلى أربعة أقسام: الأول: يتناول التطور التاريخي للقانون الطبيعي، والثاني يقترح صيغة جديدة للقانون الطبيعي تتجاوز الإنتقادات التي تعرضت لها صيغته الكلاسيكية ... والثالث: يبحث في الخطوات التي مشتها الحضارة الإنسانية الحديثة والتي جعلت من الصيغة الجديدة للقانون الطبيعي معاً ممكنة ومقبولة. وأما الرابع: فيعالج، النتائج التي يأمل من ورائها الكاتب أن يتمخّض عنها تبني هذا القانون الطبيعي الجديد. ومنها: ترويض الشخصية الإنسانية، وتطوير المجتمع، وتثقيف السياسة...الخ.
