إلا أن هذا لا يعني أن قيام مجتمع بإعادة هيكلة بُنيته الثقافية والإجتماعية سيكون كافياً لإحداث تنمية ونهضة، إن التنمية التي نتحدث عنها هي تنمية مجتمعية شاملة تحتاج إلى إعادة هيكلة إقتصادية، وإحداث تحولات إجتماعية وثقافية واسعة وعميقة، لأن هناك علاقة جدليةً بين الإقتصاد والثقافة تجعلُ من الصعب تطوير أيِّ طرف من دون تطوير الطرفِ الآخر.
