ترتبط القواعد القانونية ارتباطا وثيقا ومباشرا بالعلاقات الاجتماعية للجماعات البشرية المنظمة ، فلكي تحكم هذه القواعد القانونية العلاقات الاجتماعية في أي مجموعة بشرية يجب ان تكون مقبولة لابناء هذه الجماعات او على الاقل لمن لهم حق تمثيلهم والتحدث باسمهم والتصرف لحسابهم ، لهذا تحكم القواعد القانونية علاقات ابناء الجماعة البشرية المنظمة ، وعلاقاتهم بالجماعة السياسية التي تتولى مقاليد الحكم ، لذا يظهر التلازم الحتمي بين القاعدة القانونية والمجتمع البشري ، فلا يمكن تصور وجود قانون مكتوب خارج اطار المجتمع المنظم ، وذلك لان القاعدة القانونية المكتوبة وليدة عمل الجماعة السياسية المنظمة تنظيما دقيقا ، وعلى الاخص تلك الجماعات القائمة على تعدد الوظائف ، ومن هنا نجد القانون الاداري وهو قانون قضائي اساسا ، كما انه لا يكفي ان نذكر هنا ان قواعد القانون الاداري هي من خلق القضاء ، بل ان الطابع القضائي يلازم قواعد هذا القانون منذ ولادتها وحتى نهايتها .
