من واقع العمل، واستناداً إلى الدراسات الكثيرة والبحوث المتنوعة التي أجريت في حقل المخازن في الدول النامية بصورة عامة والقطر العراقي بصورة خاصة، اتضح أن الاهتمام بالتخطيط السليم والسيطرة العلمية على المخزون ساهمت مساهمة فعالة في تقليص تكدس وشحة المواد، وكلاهما من الظواهر السلبية المؤثرة على نشاط المؤسسة برمته.
إن الأهمية الخاصة لهذا الموضوع، وعلى المشاكل التي تعاني منها معظم المؤسسات الإنتاجية في القطر، دفع بالمنشأة العامة للتدريب النفطي إلى استحداث قسم متخصص بإدارة المواد في مركز التدريب النفطي في بغداد ليكون نواة حية لتخريج أعداد متزايدة من الكوادر المخزنية القادرة على التحليل والتحفيظ السليم للمخزون، مستخدمة أحدث الوسائل والأسس العلمية والتطبيقية لذلك.
وقد جاء هذا الكتاب العلمي استجابة متواضعة لمتطلبات دورة إدارة المواد، ليكون دليلاً عملياً مبسطاً. فقد تم عرض العديد من الأمثلة الواقعية بشكل مبسط ومتسلسل يساعد على الفهم والتطبيق. كما يتضمن الكتاب بعض الأدبيات والأسس التي قد لا تتوفر في معظم المنشآت مستلزمات تطبيقها في الوقت الحاضر، ولكنها تشكل أهدافاً واقعية يجب السعي دوماً لتحقيقها.
