ظاهرة الفساد من أهم التحديات التي تواجه المجتمعات كافة، وهي أهم القضايا التي لا زال يدور حولها الجدل العالمي، فالحقيقة لا تكمن في المجتمعات التي تتسم بالفساد، بل تكمن هذه المشكلة في إنتشار وتنوع وإتساع رقعة الفساد، الأمر الذي يؤثر سلباً على المجتمعات.
ويأتي إهتمام الدول النامية بمكافحة تلك الظاهرة نظراً لوجود إختلال في الميزان الإجتماعي ووجود قوى المعارضة تدعو إلى مكافحة الفساد، وإهتمام المنظمات المحلية التي تعنى بحقوق الإنسان، وكذلك المطالبة المستمرة من مؤسسات المجتمع المدني بوجود هيئة مستقلة لمكافحة الفساد، كما هو موجود في الدول المتقدمة حيث تساعد وتكشف هذه المنظمات والمؤسسات عن مواقع الفساد.
وعلى ضوء كل ما سبق وجد الباحث من الضروري البحث بموضوع مكافحة الفساد، نظراً لأهميته القانونية من ناحية، وإفتقار المكتبات الأردنية القانونية لأبحاث تعالج الموضوع بشكل متكامل من ناحية أخرى، حيث ستركز الدراسة على تعريف الفساد ومن ثم ينتقل إلى عوامل ومظاهر الفساد، كما تناول الباحث فيها أشكال الفساد وهي على سبيل المثال لا الحصر، ومن ثم نتعرف على إتفاقية الأمم المتحدة لمكافحة الفساد والمنشورة في الجريدة الرسمية الأردنية.
وسيتم إلقاء الضوء على مكافحة الفساد في التشريع الأردني وعلى مهام وصلاحيات هيئة مكافحة الفساد الأردنية، كما عرف على مبادرات الحكومة الأردنية والمؤسسات الرسمية لمكافحة تلك الظاهرة، وبعد ذلك انتقل إلى أهداف وإستراتيجية مكافحة الفساد، ومن ثم الخاتمة.
