الإنشاء العربي أو الكتابة والتعبير، عملية فكرية تتطلب جهداً عقلياً، وهدوءاً نفسياً، واطمئناناً عميقاً بالقدرة على القيام بالمطلوب، وشعور التلاميذ بالعجز عن القيام بعملهم الإنشائي أو إتمامه عائد إلى أوضاعهم الذاتية، بسبب تقصيرهم اللغوي، وامتناعهم عن المطالعة واستهتارهم بلغتهم العربية، بالإضافة إلى غياب أمرين أساسيين يلعبان دوراً مستمراً في تنمية قدراتهم الذهنية، وتطور أساليب عملهم، وهما يتعلقان بالمعلم أولاً، وبالأهل ثانياً. فإذا كان المعلم غير جدير بتعليم مادة اللغة العربية، أو كان عاجزاً عن تطوير عمله بالدراسة والبحث، وإذا كان الأهل غائبين عن مراقبة أبنائهم، ودفعهم نحو المطالعة، والاهتمام بلغتهم العربية، وتجاوز تقصيرهم في تحصيلها باعتماد اللامبالاة في نظرتهم إلى هذا التقصير، فإننا لا نستغرب بعد ذلك وقوع التلاميذ في العجز عن الكتابة والتعبير وتقديم موضوع إنشائي سليم.
لذلك فرضت الحاجة الملحّة إيجاز وسيلة فعّالة، يستعين بها التلاميذ لتحقيق مبتغاهم، وخصوصاً أن ملكة الكتابة والتعبير، قد لا تتوفر لكثير منهم، كما ينبغي أن يستعين بها معلمو/معلمات اللغة العربية في تقويم أعمالهم وإمدادهم بأسلوب جديد في العمل المثمر، لم يتوصّل غليه أحد من قبل. فكان كتاب "المميز في الإنشاء والتعبير" مساهمة أساسية في تقديم ما يساعد التلاميذ في عملهم الإنشائي لتحقيق أملهم في النجاح الأكيد. وهو يقدم لهم شرحاً موسعاً يستعرض الطريقة المثلى لإعداد موضوع إنشائي متميز حيث يتوقف عند التصميم العام للموضوع الإنشائي شارحاً ومستعرضاً، كما ويفصل القول في الوسائل التي ينبغي على التلميذ استغلالها ليكون قادراً على كتابة موضوع إنشائي سليم، من ثم يقدم كماً من الموضوعات الإنشائية المختارة كنماذج للتدريب، هذا إلى جانب شرحه لطريقة شرح بعض الأمثال والموضوعات الخاصة بالأعياد والمناسبات وأخيراً يستعرض معنى ومدلول عدد كبير من الألفاظ والنعوت والعبارات والترادفات الهامة والتي تساعد على تقوية ملكة الكتابة الإنشائية عند الطالب.
