وقد جاء الكتاب في سبعة فصول: الفصل الأول: كان للإدارة المدرسية، متمثلاً في الفروق بين الإدارة التعليمية والمدرسية ودور الإدارة. أما الفصل الثاني: فكان للجودة في التعليم متمثلاً في التطبيق التعليمي والتربوي وكذلك الجودة في التعليم العالي. والفصل الثالث: فقد أشرنا فيه إلى التطوير المهني لأعضاء هيئة التدريس وأثره على الجودة في التعليم. والفصل الرابع: تحدثنا فيه عن طرق قياس إنتاجية وفعالية مراكز الوسائط التعليمية متمثلاً في تقنيات التعليم. والفصل الخامس: فهو للإدارة بأسلوب الاتصال. والفصل السادس: فقد تحدثنا فيه عن الإشراف التربوي، متمثلاً في أهمية الإطلاع على أنواع الإشراف التربوي. أما الفصل السابع والأخير: فقد أشرنا فيه إلى تجربة اللامركزية في الإدارة.
