إن القياس النفسي والإختبارات هو المنهج العلمي لمعرفة السلوك وتقويم الشخصية والتحصيل المعرفي للفرد وبالتالي قياس السلوك العام، وينصب هذا المؤلف على البحث في القياس النفسي والتربوي والإختبارات والمقاييس ومتغيراتها وطرق عرض البيانات وتنظيمها ونشأة القياس وأنواع المقاييس وإختبارات القياس النفسي، كذلك يبحث في الفروق الفردية وقياس النمو العقلي ونظريات النماذج التحليلية وأنواع المقاييس للذكاء ومعيار الفروق الفردية ومعيار التفوق العقلي من خلال المقاييس والإختبارات المهنية، وتصنيف المهن بواسطة الذكاء العام، وأنواع الإختبارات المستعملة في التوجيه المهني أكانت إختبارات الطيارين أو السائقين.
ثم تم البحث في موضوع القياس الإحصائي والتجريب والمتغيرات في النزعة المركزية ضمن إستخدام أي بحث أو دراسة، وقد كان هذا المؤلف شاملاً لمعنى مفهوم القياس النفسي والإختبارات وهو مطابق للمناهج العلمية في الجامعات العربية والعالمية، بحيث راعى المؤلف كل ما له علاقة بالقياس النفسي من جهة والإختبارات التي تم إستخدامها في مجالات الحياة العامة أو في مجال أدق في تحليل شخصية الفرد.
كما تم وضع بعض الإختبارات المقننة في نهاية الكتاب لكي يتمكن الطالب والقارئ والباحث من إستخدامها في مجال القياس النفسي والإختبارات وقد راعى المؤلف في وضع المواضيع التسلسل المنطقي والتدرج السلس والعلمي وصولاً إلى المغزى العام لمفهوم هذا المؤلف وتحقيقاً للفائدة العامة المرجوة.
