يعالج هذا الكتاب فرعاً من فروع الفكر الاقتصادي في الإسلام، وهو يتعلق بالسياسة المالية في دولة الخلافة، وهي سياسة تصليح للتطبيق العملي في كل عصر، ولا يتم تنفيذها فردياً، وإنما عن طريق دولة، وهناك عدة عوامل استدعت الكتابة في هذا المجال، منها:
1-ارتفاع نسبة الأمية في بعض الجوانب الدينية، وبخاصة فيما يتعلق بالنظام الاقتصادي الإسلامي والأنظمة المالية والنقدية المنبثقة عنه.
2-مواجهة الاتهامات التي وجهت للإسلام، ولا تزال، والتي تتهمه بعدم احتوائه على النظم والمعالجات الاقتصادية والاجتماعية، والسياسية، وتتهمه بعدم صلاحيته للتطبيق في هذا العصر.
3-دحض الأباطيل التي تتهم حملة الدعوة بالتقصير في تجهيز البرامج والخطط.
4-محاولة إزالة الغشاوة عند بعض من يظن أن الدعوة للإسلام تقتصر على العبادات والأخلاق، ولا تتعداه إلى أنظمة الحياة الأخرى. والتأكيد أن حمل الدعوة يشمل حمل كل مكونات الإسلام، ومنها الدعوة للنظام الاقتصادي في الإسلام، وكل السياسات المنبثقة عنه، ومنها السياسة المالية، وأن من يفعل ذلك يثاب على فعله، لكونه يقوم بواجب شرعي مهم، ولا تخفى أهميته على عاقل.
إن تبنى السياسة المالية في دولة الخلافة وتطبيقها لا ينقصه سوى توفر الإرادة الجادة، والنوايا الصادقة، والتوكل على الخالق سبحانه من قبل، ومن بعد.
