كنت أناقش أحد كبار المديرين في إحدى الشركات التي عملت بها حول ما تم تحقيقه من أهداف ونتائج في العام الماضي، وكنت أثني على أدائه لأنه حقق أهداف العام الماضي المخطط لها، قائلاً: "لا شك أن أداءك كان جيداً"، فرد علي قائلاً: "بالرغم من ذلك، فأنا أرى أن أفضل ما قدمته لهذه الشركة، وأفضل ما يقدمه أي مدير لشركته هو اختيار زملاء أكفاء، وتدريبهم وتطويرهم، ووضع نظام لهم، وتحديد أهدافهم، وتفويضهم، وتقييمهم موضوعياً، عندئذ ستكون قد وضعت آلية لتحقيق أهداف العمل والنجاح". وعند التفكير فيما قاله هذا المدير، وجدت أن ما قاله يلخص إدارة الموارد البشرية من أنشطة ونتائج.
دعونا ننفق أولاً أنه لا يمكن القول بأن هناك إدارة بشرية طالما يتم النظر إلى العاملين وكأنهم أدوات أو تروس يجب أن تحقق أرقاماً وأهدافاً، وليس باعتبارهم ثروة يمكن أن تنقل المؤسسة إلى أعلى المراتب إذا ما تم حسن إدارتها، والعكس بالعكس.
لذا، ينبغي أن نؤكد، أن هذه الموارد البشرية تعمل معنا ولنا، ودعونا نستبدل كلمة العامل والموظف بكلمة "الزميل". وسنسير على هذا النهج خلال كتابنا هذا.
يتم تعريف الإدارة بأنها: القيام بوظائف ومهام التخطيط والتنظيم والتوجيه، وفي بعض الأحيان يشار إلى التوجيه بالقيادة، أخيراً الرقابة.
ويتم تعريف إدارة الموارد البشرية بأنها إدارة كل ما يتعلق بشؤون الأفراد العاملين في المؤسسة، بما يطور من كفاءتهم وفاعليتهم ويحقق أهداف المنظمة واستراتيجيتها على المدى البعيد.
