يهدف هذا الكتاب إلى محاولة التعرف على الكيفية التي تدار بها السياسة الاقتصادية في ظل نظم الصرف المختلفة. وقد تم تناول هذا الموضوع من خلال ثلاث فصول، الفصل الأول تناول مختلف المفاهيم الخاصة بالسياستين النقدية والمالية وسياسة سعر الصرف، وتناولنا من خلاله الفصل الثاني؛ قواعد اختيار نظام سعر الصرف وإدارة السياستين النقدية والمالية. أما الفصل الثالث فقد تناولنا من خلاله؛ الحديث عن الدور الذي يلعبه صندوق النقد الدولي على المستوى الدولي وبرامج الإصلاح في الدول العربية. ـ وقد تم التوصل إلى نتيجة مفادها، انه ليس هناك نظام صرف واحد يمثل الأفضلية لجميع الأوقات، بل هناك معايير يجب الاعتماد عليها في اختيار النظام الأفضل، وقد تتغير الظروف الاقتصادية مما يفرض انتهاج نظام صرف جديد يتلاءم والظروف الجديدة. وبما أن أهداف السياسة الاقتصادية تتميز بمشكل التعارض وعدم التناغم، بالإضافة إلى وجود تداخل بين الأهداف والأدوات، فانه ينبغي الأخذ في الحسبان العديد من الاعتبارات عند تطبيق أدوات السياسة الاقتصادية، وبالتالي ينبغي تحري اختيار نظام الصرف الملائم لمزيج السياسات المطبقة لتحقيق الأهداف المنشودة.
