بوقلي حسن جمال الدين من مواليد 1944 بتلمسان تحصل على شهادة الليسانس في الفلسفة من جامعة الجزائر 1968 لينتقل الى التدريس بالثانوي بمدينة تلمسان ولقد حصل على شهادة الماجستير عن اطروحة بعنوان الشيخ الامام ابن يوسف السنوسي في الذاكرة الشعبية وفي الواقع والدكتوراه عن اطروحة بعنوان: اثار الفكر الفلسفي في مذهب ابن يوسف السنوسي اشتغل مدة طويلة مفتشا عاما لمادة الفلسفة وألف الكتاب المدرسي للفلسفة في الجزائر بعنوان : "قضايا فلسفية"، كما اشتغل الدكتور بوقلي جمال الدين كاستاذ متعاقد في قسم الفلسفة جامعة تلمسان
