مع الكمّ المقبول من الدراسات المعنية بعلم العلاقات الدولية، ثمة إتجاه في الرأي نعتقد بصواب إفتراضه ومفاده أن الموضوعات التي يعنى بها علم العلاقات الدولية، بشقيها النظري والتطبيقي، تنحصر ببعدين أساسيين هما، التعاون والصراع وفي كليهما تكمن مصلحة الدولة في تقرير أي من هذين البعدين هو الأكثر صلاحية لتحقيقها وإنجازها، الأمر الذي يدفع بنا إلى القول، إن الإفتراض الذي يؤسس لنا، نظرية عامة في العلاقات الدولية يتمحور حول فكرة أن عامل المصلحة الوطنية أو القومية هو العامل المقرر في صياغة الأنماط المتعددة والمتنوعة من العلاقات ما بين وحدات المجتمع الدولي، وإلى الحد الذي يجعل من الصعوبة بمكان أن نتصور وجود عالم يخلو من علاقات ما بين الوحدات التي يتشكل منها.
من هذا المتغير الأصيل يمكن أن تشتق عدة نظريات تشكل عماد النظرية العامة في العلاقات الدولية، قد ينطلق البعض منها من إفتراضات جزئية محددة لتفسير الظاهرة بأبعادها الكلية - الشمولية، في حين يذهب البعض الآخر من هذه النظريات إلى تفسير الظاهرة السياسية الدولية من خلال رؤية شمولية تعين على كشف الخصائص التي تتميز بها العلاقات القائمة ما بين الوحدات الدولية.
