ولد الدكتور إبراهيم محمود إبراهيم خليل في عانين/جنين عام 1948، تخرج من الجامعة الأردنية يحمل بكالوريوس اللغة العربية وآدابها عام 1970، وأكمل الماجستير فيها عام 1986، وأتم دراسته للدكتوراه في الآداب في الجامعة نفسها عام 1991.
عمل معلماً في مدارس وزارة التربية والتعليم الأردنية والمغربية، كما عمل محرراً ثقافياً في جريدة الشعب، ومحرراً إعلامياً في المكتب التنفيذي لشؤون الأرض المحتلة، ثم عمل في الجامعة الأردنية محاضراً متفرغاً، ثم أستاذاً مساعداً، فأستاذاً مشاركاً.
وهو عضو في (9) هيئات ثقافية ولجان أكاديمية أبرزها: عضو رابطة الكتاب الأردنيين (وعضو في هيئتها الإدارية لأكثر من دورة) وعضو في اتحاد الكتاب العرب.
وشارك في ندوات ومؤتمرات علمية كثيرة أبرزها: مؤتمر مناهج دراسة الأدب المنعقد في الجامعة الأردنية في أيار 2001، وندوة اللغة العربية متطلباً جامعياً المنعقدة في الجامعة الهاشمية في نيسان 2001، وندوة آفاق الدراسات العربية في اللغة والآداب المنعقدة في الجامعة الأردنية في أيار 1999، والمؤتمر الدولي الرابع للحضارة الأندلسية المنعقد في جامعة القاهرة في آذار 1998، والمؤتمر الدولي حول الأدب الفلسطيني بين المنفى والاحتلال المتعقد في جامعة بيرزيت في أيار 1997، وندوة مجادلة السائد في الفكر واللغة والأدب، المنعقدة في تونس في شباط 1996.
