تبلورت وظائف المكتبة في العصر الحديث في ثلاث وظائف في إقتناء المواد المكتبية على إختلاف أنواعها ثم تنظيم هذه المواد ثم تقديم هذه المواد إلى القراء، وعندما تترجم هذه الوظائف إلى إجراءات عملية محسوسة داخل المكتبة فيطلق على الوظيفة الأولى كلمة التزويد وعلى الوظيفة الثانية كلمة الفهرسة بمعناها الشامل وعلى الوظيفة الثالثة كلمة الخدمة.
يتناول الكتاب الذي بين يدينا بالتحليل والوصف كل العمليات الداخلة في الوظيفة الأولى، ومن المعروف في دنيا المكتبات أن التزويد يتم عن طريق أربعة مصادر هي الشراء "الإختيار" وفي هذا المصدر تشترك جميع المكتبات على إختلاف أنواعها وأحجامها: المكتبات القومية - المكتبات العامة - المكتبات المدرسية - المكتبات الجامعية - مكتبات الكليات والمعاهد - المكتبات المتخصصة، والمصدر الثاني من مصادر لتزويد هو الإيداع القانوني وهو قاصر على المكتبات القومية وقلة قليلة من المكتبات الأخرى كبعض المكتبات الجامعية العامة الكبرى، والمصدر الثالث هو التبادل وهو قاصر على المكتبات التي ترغب فيه وتملك وسائله وأسبابه، والمصدر الرابع والأخير هو الهدايا وهو أيضاً قاصر على المكتبات التي ترغب فيه وتملك وسائله وأسبابه.
هذه العمليات بأسسها النظرية وتطبيقاتها العملية لا تتم في فراغ بل تتم في قسم التزويد بالمكتبة ومن هنا كانت الخطوة المنطقية بعد تحليل كافة العمليات الداخلة في التزويد أن يتعرض المؤلف بشيء من التفصيل لقسم التزويد نفسه: تنظيمه الإداري - موظفوه - أدواته وسجلاته.
