كانت العقوبات الاقتصادية المفروضة على العراق منذ عام 1990 إلى عام 2003 هي الأكثر شمولاً وتدميراً من أي عقوبات أخرى وضعت باسم الحوكمة الدولية؛ فقد أدت تلك العقوبات، التي ترافقت مع حملة عسكرية ضد العراق عام 1991 انتهت بغزوه عام 2003 ، إلى انهيار البنية التحتية للعراق ومختلف المقومات الأساسية اللازمة لاستدامة الحياة فيه.
يبحث هذا الكتاب، في إدانة واضحة للسياسة الأمريكية، في الدور الرئيسي الذي أدته الولايات المتحدة في صوغ تلك العقوبات على العراق، التي أسفرت عن وضع قيود صارمة على الواردات العراقية حتى لأبسط السلع الحيوية، من أنابيب المياه إلى منظفات الغسيل إلى لقاحات الأطفال، بذريعة "الاستخدام المزدوج" لهذه السلع وإمكان إفادة العراق منها لتصنيع "أسلحة الدمار الشامل".
يشرح الكتاب بالتفاصيل، استناداً إلى الآلاف من وثائق الأمم المتحدة، الداخلية التي أتاحت المؤلفة النفاذ إليها عبر الرابط ، ومحاضر الاجتماعات المغلقة فيها، فضلاً عن مقابلات مع دبلوماسيين أمريكيين وأجانب، كيف أن الولايات المتحدة لم تكتفِ بمنع وصول السلع الإنسانية الحيوية إلى العراق فحسب، بل قوّضت من جانب واحد أي محاولات للإصلاح، عبر تجاوز مفتشي الأسلحة التابعين لأمم المتحدة، والتلاعب بالأصوات في مجلس الأمن، بهدف الاستمرار في العدوان على العراق الذي انتهى بتدمير كل مقوماته المؤسسية والاقتصادية والاجتماعية، العسكرية والمدنية على السواء.
