لقد ظّلت قضية مؤامرة ناظم كزار مدير الأمن العام عضو المكتب العسكري لحزب البعث العربي الإشتراكي مسؤول فرع بغداد عام 1973م حديث المجتمع العراقي والعربي وإتهام عبد الخالق السامرائي عضو القيادتين القومية والقطرية للحزب وعضو مجلس قيادة الثورة وكذلك بعض من أعضاء قيادة الحزب منهم محمد فاضل ورفقائه وإعدامهم رمياً بالرصاص دون محاكمة أصبح حتى اليوم لُغزاً محيراً فالبعض قال أنها مؤامرة دبرها صدام حسين ضد الرئيس أحمد حسن البكر ونفذها ناظم كزار ليتخلص من عبد الخالق السامرائي الذي امتلك شعبية واسعة داخل صفوف الحزب من خلال إبتعاده عن أي مسؤولية في الدولة مكتفياً بمسؤولية المكتب الثقافي في الحزب، وبعضهم قال أنها مؤامرة ناظم كزار للتخلص من الرئيس البكر ونائبه صدام حسين.
لكننا هنا سنتناول في هذا الكتاب السلوك البشري لهؤلاء الأشخاص وتفكيرهم ونظرتهم للأمور، فيمكن القول أن معظم القادة والزعماء وخاصة من أصحاب النهج الثوري نراهم من خلال التجارب التي مروا بها ينظرون إلى الأمور وهم في أعلى السلطة بمنظار غير المنظار الذي كانوا ينظرون به وهم عندما كانوا خارج السلطة إذ بمجرد أن يجلس الحاكم على كرسي الحكم حتى ينحرف عن المبادئ التي كان ينادي بها ويبدأ بالتنكيل برفاقه واحداً إثر واحد مستخدماً أبشع أنواع القسوة والعنف ضدهم من أجل أن يبقى وحده متسلطاً على دست الحكم.
فغياب الديمقراطية وإنحراف الحاكم بعد تصفية أصحاب الخبرة والكفاءة وإعتماده على أصحاب الثقة والموالاة، فقد تدحرجت رؤوس كبيرة من الحزب والدولة العراقية خاصة في أحداث المؤامرتين المزعومتين عام 1973 و1979م في الأولى ناظم كزار مدير الأمن العام وفي الثانية عبد الخالق السامرائي عضو القيادتين القومية والقطرية وبعض من رفقائه.
وهنا، سنتحدث في هذا الكتاب عن المؤامرتين المزعومتين من خلال معلومات موثقة وتصريحات لمسؤولين عاصروا تلك الفترة ومنهم لا زال على قيد الحياة ليروون ما جرى بصدق وأمانة، وهدفنا من هذا الكتاب إظهار الحقيقة، كل الحقيقة للتاريخ ولكل الذين يهمهم الإطلاع على ما جرى كل هذه السنين العجاف التي مرّ بها العراق...
