يمكن القول بأن النظم السياسية تعني أسس التنظيم السياسي والدستوري في الدولة، أية دولة بوجه عام، لأن علم النظم السياسية بطبيعته عام الإطار والنظرة، فهو لا يقتصر على أسس التنظيم السياسي في دولة بذاتها. وإنما هذه النظرة الأخيرة في سمات القانون الدستوري، الذي وان كان يهتم بإبراز المبادئ العامة الدستورية المستخلصة في المقارنة العلمية، إلا أنه يهتم أساسا بالنظام السياسي أو نظام الحكم في دولة بذاتها طبقا لما تسطره نصوص الدستور المكتوب، وما قد يكمله من عرف دستوري.
إذن علم النظم السياسية يميل للنظرة العامة المقارنة في عموم الدول، ديموقراطية أم حتى ديكتاتورية، ليستخلص تلك الأسس العامة أو الأصول العامة للتنظيم السياسي بوجه عام، ولاشك أن الدولة كتنظيم قانوني للمجتمع، هو الموضوع الأول للنظم السياسية، أو هي الأساس الأول للتنظيم السياسي الدستوري، لأن النظام السياسي أو نظام الحكم إطاره هو الدولة، أو هي مجال تطبيقه.
والموضوع الثاني الهام لمادة النظم السياسية هو الحكومة أو الهيئة الحاكمة، وهي الامتداد الطبيعي لمفهوم وفكرة الدولة. فكيف توجد دولة دون سلطة أو هيئة حاكمة، تنظم حياة شعبها، وتضبط سلوك أفراده وتوجهه الوجهة الصالحة، لأجل تحقيق الخير العام والخدمات العامة، وضمان حريات أفراد الشعب وسعادتهم، لاشك أن الحكومة هي الأداة الرئيسية للدولة، أو هي ممثل الدولة ووكيلها في ممارسة السلطة. والموضوع الثالث للتنظيم السياسي، هو تحديد وظيفة الدولة ودورها في المجتمع. حول هذه الموضوعات الأربعة، والتي تمثل أسس التنظيم السياسي جاءت الدراسة التي بين أيدينا والتي هي من إعداد أستاذ ورئيس قسم القانون العام بكلية الحقوق – جامعة بيروت العربية – الدكتور محمد رفعت عبد الوهاب وفيها يشرح أسس مادة النظم السياسية بعد أن أفرد مقدمة كتابه لإعطاء فكرة هامة عن التفرقة بين هذه الأسس الأربعة وبين القانون الدستوري.
