إن أي أداة موضوعة في خدمة الصالح العام داخل الإدارة العمومية تظل دون مستوى الغاية المتوخاة إن لم يته ضبط وتقنين الوضعية القانونية للعالمين بهذه الإدارة. ومن هذا المنطق اهتمت الدول الحديثة بالإطار القانوني للعالمين بإدارتها العمومية، وميزتهم بالتالي عن باقي العالمين بالدولة،بأن عرفتهم بالموظفين العموميين. ولم يخرج المغرب عن هذه القاعدة العامة، مستفيدا بذلك من تراثه الحضاري وتقاليده التاريخية في إدارة الشؤون العامة بالبلاد عبر توالي القرون والأحقاب. وجاء بناء الدولة الحدثية انطلاقا من حصول المغرب على استقلاله السياسي في سنة 1956 بوضع الأسس القانونية لمختلف المؤسسات المجسدة لمظاهر الدولة الحديثة. ودخل بذلك ظهير 24 يبرا ير 1958 المتعلق بالنظام الأساسي العم للوظيفة العمومية في هذا النسق العام، إذ وضع القواعد الأساسية والاختيارات العامة للوظيفة العمومية بالمغرب، وحدد الإطار والتوجهات والآليات والحقوق والواجبات للموظفين العموميين وأعطاها ركائزها القانونية. ورغبة في تعزيز وإظهار الإطار القانوني وتطوراته،ومكامن قوته وضعفه، نقدم هذا الكتاب للمهتمين والمختصين والباحثين وكذلك الراغبين في تطوير هذا الإطار القانوني العام للموظفين العموميين بالمغرب وإدخال الإصلاحات الضرورية عليه، في توافق تام مع الإصلاح الإداري المتوخى،مع بقائنا في الإطار القانوني والتحليلي للنصوص القانونية:التشريعية والتنظيمية المرتبطة بالوظيفة العمومية وعنصرها البشري:الموظفون العموميون.
