يأتي هذا الكتاب ثمرة خبرة المؤلف في تدريس القانون الدولي العام في كلية الحقوق بجامعة وهران/الجزائر خلال الأعوام الدراسية 1977-1980، وبعد ذلم توجه إلى دولة قطر، حيث عمل خبيراً قانونياً بوزارة خارجيتها حتى نهاية عام 1990، فأضاف إلى خبرته الأكاديمية خبرة تطبيقية عملية تلائم طبيعة القانون الدولي وتواجه مقتضياته ومتطلباته.
وهو إذ يضع هذا الكتاب الوجيز في مبادئ القانون الدولي العام بين أيدي طلابه في جامعة فيلادلفيا بوجه خاص، وطلاب الجامعات الأردنية والعربية بوجه عام، فإنه ليرجو أن يكون عوناً لهم على التوسع في الدراسة، والتعمق في مختلف مواضيعه، فهذا دليل بحث ليس غير، ولا يجوز بأي حال أن يقتصر جهدهم على دراسته وحده، فالمصادر المكتوبة باللغات الفرنسية والإنجليزية والعربية جد غنية.
وقد كان هدفه وهو يقدم الوجيز أن يبرز كيف أخذت المدرسة العربية للقانون الدولي تثبت وجودها في هذا الجانب من الدراسة إلى جانب الموضوعات الأخرى للقانون الدولي العام وفروعه التي لها فيها باع طويل.
