ويأتي تعريف القانون الدولي بأنه مجموعة القواعد القانونية التي تحكم العلاقات بين من تخاطبهم تلك القواعد وإن من تخاطبهم قواعد أي قانون هم من ترتب لهم حقوقاً أو تفرض عليهم بعض الإلتزامات، أو تحدد إختصاصاتهم، وبذلك سيكون كل من يخضع لهذا الوصف في قانون ما هو من أشخاصه.
ولأهمية هذا الموضوع في هذا الكتاب: الخروج عن الإطار التقليدي في دراسة القانون الدولي العام، ليس في أصوله أو مبادئه العامة، بل في التفاصيل التي تتضمنها تلك المبادئ والأصول حيث عمد إلى تجاوز بعض الموضوعات الخلافية (القديمة) التي لم تَعد لها أهمية في الوقت الحاضر، وأضاف بعض الأفكار التي قد تساعد على فهم مبادئ القانون الدولي العام بما ينسجم مع طبيعة العلاقات والمصالح الدولية السائدة.
واشتمل هذا الكتاب على البحث في التعريف بالقانون الدولي العام، من حيث مفهومه وأبرز سماته والتطور الذي طرأ على قواعده والفروع التي شكلتها وعلاقتها بقواعد القانون الداخلي (الباب الأول)، ثم تناول المؤلف بالشرح المصادر التي يستقى منها القانون الدولي وقواعده وما أضافه العمل الدولي من أهمية لبعضها على حساب مصادر أخرى (الباب الثاني)، وأخيراً، البحث في الأشخاص المخاطبين بأحكام القانون الدولي، مع التعرض لمسألة إتساع المجال الذي بدأت قواعد هذا القانون في تنظيم أو حكم النشاطات التي تدور فيه (الباب الثالث).
