يحلل المؤلِّف مشهد الديمقراطية في الوطن العربي، مع ما يستلزم ذلك من تعمّق في مسألة الانتخابات، وموقف السلطة من ذلك، وبالمقابل ما يعيشه حراك المجتمع المدني إزاء مجمل عملية تطبيق الدمقرطة؟
وتتوزع الرؤيةَ في الدراسة، خمسُ نقاط، الأولى، أنه يجري، في أكثر من حالة، تبسيط التناقضات القائمة بين الديمقراطية والسلطوية في الوطن العربي؛ والثانية، أن البدائية تعود بقوة إلى الحياة السياسية العربية، وخصوصاً في الأنظمة غير الملكية؛ والثالثة، أن الانتخابوية والولع الانتخابي الانتقائي هما في كلّ مكان في الوطن العربي، لكن الديمقراطية ليست في أيّ مكان هناك؛ والرابعة، أن نشر الولايات المتحدة للديمقراطية هو جزء من الجهد المسعور المبذول لدفع الوطن العربي في صورته الحالية إلى قبضة القِيَم العالمية - الليبرالية، السياسية والاقتصادية؛ والخامسة تتجه إلى فهم الانتخابوية باعتبارها إدارة الانتقال الديمقراطي في الوطن العربي، وفق نمط فوق - تحت، ومن الخارج. إلا أن هناك قوى موجودة تحت، وهي تضغط بقوة على المركز، فالمنتفضون من أجل الخبز، والمدوّنون، والمقترعون على "الأوين لاين" كلّهم أمثلة تشير إلى أن مجتمعات الوطن العربي ليست سلبية.
