يقدم الكتاب الذي بين أيدينا قراءة فكرية نقدية لمجموعة من المقولات الفكرية والفلسفية التي جرى تأويلها في غير بيئتها الثقافية وسياقها التاريخي وخلفيتها القانونية حين انتقلت من موطن ثقافي إلى آخر.
هناك إذاً مضمون كامن وراء نصوص هذا الكتاب، هو هجرة الأفكار؛ كيف هاجرت هذه الأفكار من موطنها الثقافي الأصلي وكيف استُقبلت في موطن ثقافي آخر، وكيف تم تأويلها، وكيف استُعملت لمقاصد أخرى غير مقاصدها الأصلية.
هذه الأفكار قد هاجرت قديماً من الغرب إلى الشرق، فاستقبل فلاسفتنا القدامى الفكر السياسي اليوناني منزوعاً من خلفيته التاريخية والسياسية والقانونية، فاستحالت مدينة اليونان السياسية لديهم مدينة ميتافيزيقية. ثم ترافقت الأفكار حديثاً مع الغزو الاستعماري الغربي للشرق، مع ما حمل هذا الغزو من تفوق عسكري وعلمي وتقاني وتنظيمي جعل الشرق يسلّم بتفوق أفكاره.
ويوسع الكتاب مجال المقارنة ليتجاوز ثنائية الغرب والإسلام، مقارنا بين طريقة استقبال أفكار الغرب الحديث عندنا وطريقة استقبالها في الشرق البعيد، أي الصين واليابان؟
ويعرض الكتاب لصورة الغرب عن ذاته، وكيف انتقل من غرب متمركز على ذاته واثق من مستقبله إلى غرب يواجه التخلخل الديمغرافي مع بقية العالم وصعود القوة الاقتصادية الآسيوية وآثار الهجرة في مؤسساته وقيمه الثقافية.
كما يهتم الكتاب بموضوع الفرد كقيمة أخلاقية وقانونية، من حيث نشأته وتطوره، ودلالة هذا بالنسبة إلى التطورات العربية الجارية، والارتداد إلى الهويات الجماعية السابقة على وجود الفرد. كما يهتم بمفهوم الشعب، وكيف يصبح مطية لاستبداد الأغلبية أو طغيان الحاكم المستبد. ويعرض الكتاب لما آلت إليه أفكار عصر الأنوار عند المفكرين العرب وقراءتهم لهذه الأفكار وحدود هذه القراءة.
