وفي هذا السياق تبحث الدراسة في نشأة الرقابة على دستورية القوانين وطبيعتها وإجراءاتها في دول مجلس التعاون الخليجي من خلال بحث وتحليل الدساتير والأنظمة الأساسية السارية في دول مجلس التعاون الست، ومقارنتها بغيرها من الدساتير والتشريعات العربية والأجنبية، وذلك للوصول إلى تحديد مزايا وفوائد هذا النظام وإيجابياته، والحد من السلبيات التي تعوقه، وكذلك تقييم آثاره العملية والنظرية.
تتألف الدراسة من ثلاثة أبواب تناول الأول منها: الرقابة على دستورية القوانين في الأنظمة العالمية المختلفة. بينما تناول الثاني بالدراسة والتحليل: التحولات التاريخية والسياسية والدستورية في دول مجلس التعاون الخليجي خلال فترة ما بعد الإستقلال وانعكاسات ذلك على التنظيم القانوني في هذه الدول. وتطرق الباب الثالث إلى الرقابة على دستورية القوانين وتطبيقاتها في دول مجلس التعاون الخليجي. وأخيراً خلاصات وتوصيات.
