كما ويذكر فهمي بالتفصيل رؤساء الوزراء الذين تناوبوا على رئاسة الحكومة أمثال ﺣﺴين رﺷﺪي ﺑﺎﺷا، ويحيى باشا إبراهيم، ومحمد سعيد باشا، وسعد زغلول باشا والذين كانوا يُسَّمَوْن "بأصحاب الدولة". أما الوزراء فكان لهم
حظًا من تدوينات فهمي، فأتى بالتفصيل على ذكر الوزارات في ذلك الوقت وتاريخ تكليفهم بإداراتها ومنهم: أحمد ذو الفقار باشا وزير الحقانية، ومحمد توفيق رفعت باشا، ومحمد فتح الله بركات باشا.
