في هذا الكتاب "العقد الاجتماعي" ينشر جان جاك روسو مبادئه في الحق السياسي والتي من خلالها أكد على العلاقة الوثيقة بين السياسة والتربية التي كان يجدها في جمهورية أفلاطون. لقد كان روسو فيلسوفاً يهتم بالطبيعة وبسعادة الإنسان، فكان من الضروري أن يلتقي بالسياسة في طريقه.
لذا جاء كتابه هذا بمثابة صك تأسيس مدينة، فمنذ العصور الوسطى كانت لدى المفكرين والمؤلفين في المجال السياسي مطالبة بتطوير فكرة الميثاق السياسي، وهو الاتفاق الموقع مثلاً من قبل شعب مع أسرة مالكة لمنحها التاج بحسب قوانين أساسية معينة.
لكن مثل هذه العقود تفترض على شيء من هذا: أنهم أناس يجتمعون كهؤلاء المغامرين الذين، كما قيل كانوا يرافقون رومولوس، فحتى ذلك الحين كانوا يعيشون في الفوضى حيث كان الكفاح من أجلا لحياة هو القانون. لكن لديهم فكرة العدالة التي هي في رأي روسو فطرية في الإنسان، فنووا تأسيس مجتمع عادل، هيئة سياسية.
على ضوء تلك المعطيات يمكن القول بأن ما جاء في هذا الكتاب إنما يمثل نفاذ عقلية "جان جاك روسو" إلى أسس ومفاهيم بناء "كيان الدولة" والحقوق والواجبات المترتبة على الحاكمين والمحكومين. من، وكيف، وما مدى، وما قدر الصلاحية التي يمنحها المجتمع لمن يضعهم في سدة الحكم، وهل له أن يطردهم إذا حادوا عن خدمته، أو يعاقبهم بأشد من الطرد. إن روسو الذي شارك غيره من المفكرين الفرنسيين في بذر بذور النقمة على طغيان طبقة الحاكمين في فرنسا في عهده لهو أحد الأعمدة الذين أرسوا مفاهيم حقوق الفرد وحقوق الإنسان، في العصر الحاضر.
