أنشئ معهد اللغة العربية بجامعة الرياض قبل ثلاث سنوات( من تاريخ إصدار الكتاب)، ووضعت له أهداف رئيسية ثلاثة، أولها تعليم اللغة العربية والثقافة الإسلامية لغير الناطقين بالعربية، وثانيها إعداد المدرسين لتعليم اللغة العربية لغير الناطقين بها، وتدريب العاملين منهم في هذا الحقل، وثالثها إجراء البحوث المتعلقة بتعليم العربية لغير الناطقين بها، وتطوير الوسائل المساعدة على تعليم الع أنشئ معهد اللغة العربية بجامعة الرياض قبل ثلاث سنوات( من تاريخ إصدار الكتاب)، ووضعت له أهداف رئيسية ثلاثة، أولها تعليم اللغة العربية والثقافة الإسلامية لغير الناطقين بالعربية، وثانيها إعداد المدرسين لتعليم اللغة العربية لغير الناطقين بها، وتدريب العاملين منهم في هذا الحقل، وثالثها إجراء البحوث المتعلقة بتعليم العربية لغير الناطقين بها، وتطوير الوسائل المساعدة على تعليم العربية لهم، وكانت خطة مدير المعهد الأخ الفاضل الدكتور محمود اسمعايل صيني، تقضي بقيام المعهد بإعداد المواد التدريسية ، والمعينة اللازمة لتحقيق تلك الأهداف، فعهد إلى عدد من أساتذة المعهد بإعداد كتاب لتعيم العربية للطلاب المتدئين، وإلى آخرين بإعداد القراءة المتدرجة، وقام أحد الأساتذة بتصنيف قائمة بالكلمات الشائعة بالعربية، وتعاون ستة من أساتذة المعهد على وضع معجم بالمصطحات اللغوية، وكان من نصيبي ونصيب المدير نفسه ، تأليف كتابين في علم اللغة التطبيقي، في تعليم العربية لغير الناطقين بها، ليستخدما في إعداد المدرسين وتدريبهم.
يتناول الكتاب الاول وهو الذي بين يدي القارئ، " الأسس النظرية للموضوع" ويتناول الثاني الذي يقوم الدكتور محمود الصيني بإعداده" المسائل التطبيقية" كالطرائق المختلفة ن في تعليم اللغة الثانية ووسائل تعليم القراءة والكتابة والمهارات اللغوية الأخرى.
