الملخص:
تعتبر المناطق العشوائية مشكلة شائعة في جميع دول العالم النامي، فتعتبر ظاهرة عالمية وليست محلية فقط، حيث تبدو هذه الظاهرة واضحة في كثير من الدول والتي ستصل نسبة السكان بها إلي حوالي 60% عام 2050، وقد أدي انتشار المناطق العشوائية بشكل واضح في مدن تلك الدول وعجز حكوماتها عن توفير الإسكان البديل لسكانها إلي انتشارها بشكل كبير، حيث تتداخل مع النسيج العمراني للمدينة وأصب الملخص:
تعتبر المناطق العشوائية مشكلة شائعة في جميع دول العالم النامي، فتعتبر ظاهرة عالمية وليست محلية فقط، حيث تبدو هذه الظاهرة واضحة في كثير من الدول والتي ستصل نسبة السكان بها إلي حوالي 60% عام 2050، وقد أدي انتشار المناطق العشوائية بشكل واضح في مدن تلك الدول وعجز حكوماتها عن توفير الإسكان البديل لسكانها إلي انتشارها بشكل كبير، حيث تتداخل مع النسيج العمراني للمدينة وأصبح لا يمكن إزالته أو تجاهله، والذي أصبح من الضروري دراسة أسبابها وتصنيفاتها وخصائصها المختلفة لمنع ظهور الجديد منها، وضع الحلول المناسبة للتطوير.
وقد أعادت المناطق العشوائية تشكيل شكل المدن المصرية وطابعها على مدى العقود القليلة الماضية، وسوف تستمر بذلك لسنوات قادمة مالم تتواجد سياسات متوازنة وشاملة للتطوير من خلال معرفة أبعاد المشكلة وأسباب ظهورها وتصنيفاتها وخصائصها وأساليب التعامل، حيث يسهم ذلك في تحليل معياري قوي للوقوف علي أبعاد المشاكل ووضع الحلول الناجعة لعمليات التطوير حتي سنة 2052، حيث تختلف أساليب معالجة المناطق العشوائية حسب نوع المنطقة العشوائية ومدي خطورتها وتوفير السياسات التمويلية اللازمة لعمليات التطوير.
ويتناول البحث تطوير المناطق العشوائية في إطار الخطة الاستراتيجية للتنمية الشاملة لمصر 2052 عن طريق إيجاد سياسات تطوير تتبع ﻤﻨﻬﺠﻴﺔ ﻤﺘﻭﺍﺯﻨﺔ ﻓﻲ ﺇﻁﺎﺭ ﺍﻟﺠﻭﺍﻨﺏ العمرانية والاجتماعية والاقتصادية للقطر المصري، ﻭمن خلال ﺘﻔﻌﻴل ﺩﻭﺭ الأجهزة الإدارية، ودراسة الاعتبارت التصميمية الملائمة لقاطني تلك المناطق، وذلك علي أساس مشاركة الأفراد في برامج التطوير جنباً إلي جنب مع الجهات الرسمية، وذلك بغرض إيجاد تفاعل إيجابي ضماناً لنجاح واستمرارية عملية تطوير المناطق العشوائية واستدامتها حتي عام 2052.
