يتناول الكتاب النظام السياسي في الإسلام من وجهة نظر مفكرين مشهود لهما، من تيارين متبايتين، وقد كتب كل منهما بحثه مستقلاً عن الآخر ، ثم أعطي كل من البحثين ليعلق عليه، وينشران معاً في هذا الكتاب. ويعرض للنزاع بين يعتقد أن في الإسلام نظاماً سياسياً للحكم، محدداً يتحتم اتباعه، قائماً على أحكام الشريعة الإسلامية، يشمل الدين والدنيا معاً يضل من خالفه، وبين من يرى الأخذ بأي نموذج يتناول الكتاب النظام السياسي في الإسلام من وجهة نظر مفكرين مشهود لهما، من تيارين متبايتين، وقد كتب كل منهما بحثه مستقلاً عن الآخر ، ثم أعطي كل من البحثين ليعلق عليه، وينشران معاً في هذا الكتاب. ويعرض للنزاع بين يعتقد أن في الإسلام نظاماً سياسياً للحكم، محدداً يتحتم اتباعه، قائماً على أحكام الشريعة الإسلامية، يشمل الدين والدنيا معاً يضل من خالفه، وبين من يرى الأخذ بأي نموذج للحكم السياسي يعتقد صلاحه من الوجهة العقلية. ويبين طبيعة هذا النزاع داخل الفكر الإسلامي نفسه وخارجه، ويشرح مفهوم النظام السياسي. ويبحث في الإسلام ديناً وحضارة، وفي تراث الإسلام السياسي، أي الطابع التاريخي لأديبات السياسة والدولة، والأتوقراطية الإسلامية، وجدلية الصراع السياسي، وطريق بناء المستقبل، وإمكانية نشوء دمقراطية إسلامية. ويتناول الإسلام ديناً ودولة ، وقيماً ملتزمة، ومكانة التعددية السياسية فيه، والمرأة والعمل السياسي، وحقيقة مسألة الوعي بشمول رسالة الإسلام أم عدم الوعي بها، وحقيقة النبوة وأنها وحي ملزم لا ثورة خارجة على الدولة والمجتمع. ويناقش مسألة تجديد النظر في مكانة الدين في الدولة والمجتمع، من الإسلام الدولة إلى الإسلام الجماعة ، ويبحث في وضع غير المسلمين في الدولة الإسلامية المعاصرة، ومسألة العلاقة بين الدولة الإسلامية والدول غير الإسلامية.
