تظهر القبيلة وتتخفّى في العالم العربي، في التنظيمات المدنية والاجتماعية، وتتلوّن أحيانًا بألوانٍ "حداثية" فتظهر في المدينة والرّيف كما في الحقل والجامعة. وهي مجموعة علاقات وروابط تطبع سلوك الأفراد. وتتشابه الأطر العامة للنظام القبلي، ولكن تختلف القبائل المغاربية عن المشرقية بمميّزات، ويختلف تأثير النزعة القبلية بين بلدٍ وآخر. وقد أبرزت الثورات الشعبية في المنطقة منذ بداية تظهر القبيلة وتتخفّى في العالم العربي، في التنظيمات المدنية والاجتماعية، وتتلوّن أحيانًا بألوانٍ "حداثية" فتظهر في المدينة والرّيف كما في الحقل والجامعة. وهي مجموعة علاقات وروابط تطبع سلوك الأفراد. وتتشابه الأطر العامة للنظام القبلي، ولكن تختلف القبائل المغاربية عن المشرقية بمميّزات، ويختلف تأثير النزعة القبلية بين بلدٍ وآخر. وقد أبرزت الثورات الشعبية في المنطقة منذ بداية عام 2011 عمق الظاهرة القبلية في المجتمعات العربية، وامتداداتها الاجتماعية والسياسية.
يُناقش المؤلّف في كتابه هذا الأبعاد السياسية للقبائل في دولتين هما تونس وليبيا بعد قلب نظامَي الحكم فيهما، مبيّنًا إيجابياتها مقابل سلبياتها، وإن كان يخشى منها على الثورات.
وهناك بؤر صراعات عدّة كامنة تحت رماد الثورات تعمّق المؤلّف في بحثها ودراستها، وكشف الآلية المتحكّمة في علاقة الدولة بالمجتمع وقد تكون خفيت على بعض دارسي الظاهرة القبلية وامتداداتها الجهوية.
