نبيل لوقا بباوي هو دكتور وعضو مجلس الشورى المصري، من مواليد قرية بهجور، نجع حمادي، محافظة قنا، عام 1944. تخرج في كلية الشرطة عام 1966 وحصل على شهادتي دكتوراه، إحداهما في الاقتصاد والأخرى في القانون. وهو بصدد الانتهاء من رسالة دكتوراه جديدة في الشريعة الإسلامية يشرف عليها د.محمود زقزوق وزير الأوقاف وعنوانها: «حقوق وواجبات غير المسلمين في المجتمع الإسلامي». عمل أستاذا للقانون في كلية الشرطة، وخرج على المعاش برتبة لواء عام 9219، وهو أيضاً باحث يؤمن بالمسيحية الأرثوذكسية، له العديد من المؤلفات في الشؤون المسيحية والإسلامية والاقتصادية منها:
الوظائف الحالية
1- أستاذ القانون الجنائي بكلية الشرطة.
2- رئيس مجلس إدارة مجموعة شركات البباوي.
3- محامى بالنقض وصاحب مكتب البباوى للاستشارات القانونية.
المؤهلات العلمية
حاصل على ثمانيه شهادات دكتوراه وهي:
1- حاصل على دكتوراة في القانون الجنائي.
2- حاصل على دكتوراة في الاقتصاد.
3- حاصل على دكتوراة في الشريعة الاسلامية أشرف عليها الدكتور محمود حمدى زقزوق وزير الأوقاف الأسبق.
4- حاصل على دكتوراة في القانون الدولى.
5- حاصل على دكتوراة في علوم الشرطة.
6- حاصل على دكتوراة في الشريعة المسيحية بعنوان:.
(( حقوق وواجبات غير المسلمين في الدولة الإسلامية )).
7- حاصل على دكتوراه في القانون العام بتاريخ 28/11/2018 م موضوعها الثورات العربيه وحقوق الانسان في المواثيق الدولية والإسلام أشرف عليها الدكتور محمد محمد بدران وناقشها الدكتور على عبد العال رئيس مجلس النواب والدكتور صبرى محمد السنوسى.
8- سجل رسالة دكتوراه أشراف مشترك للدكتور على عبد العال أستاذ القانون العام بجامعه عين شمس والدكتور صبرى محمد السنوسى عميد حقوق القاهرة موضوعها قانون بناء وترميم الكنائس المصرى وحرية العقيدة في الإسلام والمواثيق الدوليه دراسة مقارنة وذلك بكلية الحقوق بجامعة القاهرة.
